Homebuyer Assistance Program (HAP) - City of Houston

Housing and Community Development Department - Homebuyer Assistance Program (HAP)

The City of Houston offers up to $30,000 to income-qualified residents.*

Homebuyer Assistance Qualifications:

  • First-time homebuyer (or have not owned a home in the last 3 years).

  • Household income at or below 80% of Area Median Income.

  • Home you want to purchase pays taxes to the City of Houston.
     

The assistance is a no-interest, forgivable loan secured by a lien. The loan is fulfilled if the buyer lives in the home for five years. If the buyer sells or moves out of the home before the end of five years, they will pay back the City of Houston for a portion of the original loan amount.

Harvey Homebuyer Assistance Program

The Harvey Homebuyer Assistance Program provides up to $30,000 in assistance to first-time homebuyers (which includes those who have not owned a home for three years or more), or those who are purchasing a home to replace property lost in Hurricane Harvey.

The assistance is a no-interest, forgivable loan secured by a lien. The loan is fulfilled if the buyer lives in the home for five years. If the buyer sells or moves out of the home before the end of five years, they will pay back the City for a portion of the original loan amount. Please note that a homeowner must also maintain homeowner’s insurance and flood insurance on the property for the duration of this five-year period.

  • No purchase price limits

  • Does not consider credit score

  • Requires a 45% back-end debt-to-income ratio

  • The buyer must contribute a minimum of $350 to the down payment of the home, but no additional fees are paid to the City of Houston

  • Properties include: single-family property, condominium unit or townhouse, cooperative unit, or manufactured home on a permanent foundation

  • The assistance can be used for: down payment, pre-paid items (homeowner’s insurance, mortgage interest, property taxes, etc.), subsidize mortgage interest rate, reduce principal amount of first mortgage payment, reasonable closing cost

TSAHC (Texas State Affordable Housing Corporation) Programs

Dreaming about buying a home but worried you don’t have enough for the down payment? TSAHC can help. TSAHC provides fixed-rate mortgages, down payment assistance grants and mortgage credit certificates to help you buy a home.*

Home Sweet Texas, a program of the Texas State Affordable Housing Corporation (TSAHC), offers two types of assistance to help you purchase a home:

Fixed Rate Loans with Down Payment Assistance (DPA)

  • Several rate, loan and DPA options available

  • DPA can be up to 5% of the total loan amount

 

Mortgage Credit Certificates

  • A special tax credit that reduces your federal income taxes every year

  • For first-time buyers (those who have not owned a home in the last 3 years)

  • Can be used with TSAHC’s DPA 

 

Homes For Texas Heroes (TSAHC)

 

The Texas State Affordable Housing Corporation (TSAHC) offers the Homes for Texas Heroes Program to help teachers, veterans, police officers, corrections officers, EMS personnel and fire fighters purchase a home anywhere in Texas. 

 

Fixed Rate Loans with Down Payment Assistance (DPA)

  • DPA can be up to 5% of the loan amount

 

Mortgage Credit Certificates

  • A special tax credit that reduces your federal income taxes every year

My First Texas Home By The Texas Homebuyer Program

My First Texas Home is available only to Veterans and First-Time Homebuyers.

 

They offer a 30-year, low-interest rate mortgage with up to 5% of the 1st Lien Mortgage amount, that can be used for down payment and closing cost assistance.*

The department maintains a recovery fund to make payments of certain actual out of pocket damages sustained by borrowers caused by acts of licensed mortgage banker residential mortgage loan originators. A written application for reimbursement from the recovery fund must be filed with and investigated by the department prior to the payment of a claim.
