Homebuyer Assistance Program (HAP) - City of HoustonHousing and Community Development Department - Homebuyer Assistance Program (HAP) The City of Houston offers up to $30,000 to income-qualified residents.* Homebuyer Assistance Qualifications: First-time homebuyer (or have not owned a home in the last 3 years). Household income at or below 80% of Area Median Income. Home you want to purchase pays taxes to the City of Houston. The assistance is a no-interest, forgivable loan secured by a lien. The loan is fulfilled if the buyer lives in the home for five years. If the buyer sells or moves out of the home before the end of five years, they will pay back the City of Houston for a portion of the original loan amount.

Harvey Homebuyer Assistance ProgramThe Harvey Homebuyer Assistance Program provides up to $30,000 in assistance to first-time homebuyers (which includes those who have not owned a home for three years or more), or those who are purchasing a home to replace property lost in Hurricane Harvey. The assistance is a no-interest, forgivable loan secured by a lien. The loan is fulfilled if the buyer lives in the home for five years. If the buyer sells or moves out of the home before the end of five years, they will pay back the City for a portion of the original loan amount. Please note that a homeowner must also maintain homeowner’s insurance and flood insurance on the property for the duration of this five-year period. The department maintains a recovery fund to make payments of certain actual out of pocket damages sustained by borrowers caused by acts of licensed mortgage banker residential mortgage loan originators. A written application for reimbursement from the recovery fund must be filed with and investigated by the department prior to the payment of a claim.
